[摘　要]　深圳国际低碳城作为中欧可持续城镇化合作旗舰项目，是应对气候变化的先行区、国际低碳合作的引领区、国家低碳产业的示范区、国家低碳发展的试验区，是中国可持续发展的战略高地。在介绍国际低碳城建设项目背景的基础上，分析规划概况与创新的滚动开发建设模式，同时介绍国际低碳城启动项目的建设过程与特点。

Abstract: Shenzhen international low carbon city was built as China-European sustainable urbanization cooperation project. As a first area for dealing with climate change, a leading area for international low carbon cooperation, a national low carbon industries demonstration area, a pilot area for national low carbon development and national sustainable development strategy. Based on the introduction of low carbon city project background, analyzes it's overview planning and innovative scrolling development mode, and describes the construction process and the characteristics of the completed project.
