[摘　要]　有效执行建筑工程设计阶段节能规范是降低建筑能耗的重要措施之一。首先对其执行主体进行分析，明确其各自的工作内容，总结相互之间的关系；其次，以西安市为例，通过调查新建项目节能设计总体情况，收集相关数据，归纳整理设计阶段节能规范执行中面临的问题；最后，针对问题分析产生的原因并提出相应的解决对策。

Abstract: Firstly, analysis the executive main body of energy conservation in construction engineering design stage, identify their respective work content, and summarizes the relationship between each other. Secondly, with Xi 'an as an example, through the investigation of energy-saving design overall situation, collecting relevant data, sums up the problem which were faced during the implementation of energy conservation in the design stage. Finally, find out causes for the problem and put forward corresponding countermeasures.
