基于灰色关联投影的BT项目总承包商选择研究

[摘 要] BT项目管理模式可把民间资本引入基础建设,缓解政府的投资压力,实现社会资本的优化配置。科学、合理地选择项目承包商是BT项目成功运作的关键。在文献研究的基础上,建立BT项目承包商选择指标体系,构建基于灰色关联投影的BT项目承包商选择模型,并通过实例分析说明模型的应用过程,为选择高质量的BT项目承包商提供参考。

Abstract: Implementation of BT can attract private capital into infrastructure construction, thus reducing the investment pressure of government and optimizing allocation of private capital. In order to realize the successful operation of BT project, to choose reasonable contractor scientifically is the key. On the base of related references, this paper sets up the contractor choice index system for BT project and constructs contractor choice model based on grey correlation projection, at last one practical case is gave out to show the application process of this model. The research of this paper can provide valuable suggestion for government to choose qualified BT project contractor.
