[摘　要]　借鉴美国REITs运营经验，结合我国经济现状及公租房的特殊性，对REITs应用于公租房融资的运作模式进行设计。从市场与非市场两个角度分析公租房REITs在法律政策、运营等方面的风险，提出风险管理和控制的意见，以完善REITs融资模式在公租房建设中的应用。

Abstract: Learned from the successful experience of U.S. Real Estate Investment Trust, combined with China's economic situation and the special nature of public rental housing, designed the operation mode of REITs applied in public rental housing financing. According to the instruction of operation mode of the public rental REITs, analyzed the legal and policy risk and operational risk of public rental REITs from the view of market and non-market, then correspondingly put forward the risk management and control measures from macroscopic and microcosmic point of view, in order to reduce the uncertainty in the investment, improve investors' income, and perfect REITs financing model in the public housing construction.
