[摘　要]　作为一项重大跨境基础设施工程，港珠澳大桥是“一国两制”背景下，由中央政府领导、三地政府在工程建设方面深度合作的重大典范。其工程决策问题涉及面之广、决策过程之曲折、决策难度之大，在国内外都十分罕见。通过回顾港珠澳大桥项目协调决策的实践历程，系统总结与分析我国重大跨境工程协调决策体系构建的宝贵经验。

Abstract: As a large-scale infrastructure project, the Hong Kong-Zhuhai-Macao Bridge is a major construction model of in-depth cooperation among regional governments leaded by central government under the “one country two systems” context. The project involves extensive difficult engineering decision problems, experienced zigzag decision-making processes, which are rarely seen both at home and abroad. Based on the review of the practice course of collaborative decision-making in HZMB project, the collaborative decision-making system of large-scale cross-border project in China is investigated.
