[摘　要]　白色证书机制是在国外广泛应用的节能新机制，是包含节能量义务目标和白色证书交易的政策组合。它通过为能源供应商制定义务目标和相应的白色证书交易规则，强化能源供应商（节能主体）的能效责任。欧盟已成功实践且极大地促进了节能工作的广泛开展，其实践经验值得学习和借鉴。着重介绍英国、意大利、法国的实践经验，并对其差异进行比较分析，以期为我国引入白色证书机制提供理论基础。

Abstract: White certificate schemes is used in foreign countries widely，including the energy savings obligations objectives and the white certificate trading policy two parts of the new energy-saving mechanism. White certificate schemes establishes the obligations objectives and the corresponding white certificate trading rules for energy suppliers，strengthens energy suppliers efficiency responsibility. The EU has been successful practice and greatly contributed to the extensive development of energy-saving work, the practical experience that we can learn and reference. This article focuses on the practical experience of the United Kingdom, Italy, France, and their differences in a comparative analysis of the introduction of the white certificates schemes provide a theoretical basis for China.
