[摘　要]　就招标工程量清单中措施项目给出界定原则，通过对措施项目调整的条件、措施项目缺项的责任划分建立措施项目缺项调整的路径；结合实际案例，给出措施项目缺项调整的具体过程，以减少实际工程实践中措施项目缺项的纠纷事件。

Abstract: Gives two defined principles of action items, and establishes the adjustment path of incomplete action items based on the conditions of action items adjustment and the division of responsibilities of incomplete action items; combined with actual case, this paper propose the concrete operational process of adjustment of incomplete action items to reduce the disputes on incomplete action items in actual construction process.
