[摘　要]　建筑业在快速发展的同时，经历着生产安全事故频发的阵痛。为检验规制效果，以1989至2010年建筑业时间序列数据为样本进行分析研究，指出有效的安全规制是一个长期积累的过程，政府应重视建筑业的科技投入和人员培训，现有工伤保险制度亟需遵从符合市场规律的改革。

Abstract: Ｃonstruction industry has been experiencing accidents in safety production. Ｗith time series samples of construction industry from 1989 to 2010. Applied the empirical analysis to describe the regulation effect. The results indicate that an effective safety production regulation is a long time process of accumulation. The government should pay more attention to technology investment and staff training. The application of marketing law is necessary for the current industry injury insurance system.
