[摘　要]　高校建设项目在工期要求、项目功能、投资金额、使用对象方面有其特殊性。在分析高校建设项目的特点与造价管理问题基础上，提出高校建设项目全面造价管理要以决策为前提，设计为龙头，结合高校特点采取实施对策。

Abstract: Construction projects in colleges and universities about the construction period, project function, investment amount, use object has its particularity. On the analysis of the characteristic of the construction project and cost management problems, construction project total cost management in colleges and universities should take decision, on the premise of decision and design for bibcock, combining with the characteristics of colleges and universities to implement countermeasures.
