[摘　要]　结合垃圾焚烧发电项目具备的市政和发电工程的双重属性，以北京首钢生物质能源项目为例，从概算编制分类、编制框架、定额及市场信息价选用、工程建设其他费用、造价指标和影响造价指标的特殊因素等方面，对垃圾焚烧发电项目的编制体系进行阐述，为后续垃圾焚烧发电项目的概算编制提供参考。

Abstract: Combined with waste incineration power project as dual properties of municipal and power engineering, take Beijing Capital Steel Biomass Energy Project for example, the compilation system of a waste incineration power project was described in detail in terms of classification of the compilation of budget estimate, preparation of the framework, quotas and market price selection, other costs of construction, cost indicator and special factors affecting the cost index and other aspects, to provide a reference for the proposed budget estimate for the compilation of the subsequent waste incineration power projects.
