[摘　要]　政府在中国建设工程造价计价依据转型管理中扮演着重要角色。围绕政府、社会和市场进行相互关系分析，构建新时期建设工程造价计价依据管理中政府、社会及市场的新型角色与关系架构，提出我国建设工程造价计价依据管理应向着“市场主导、社会自主、政府服务”的格局转型发展。

Abstract: Government plays the key role in the transition management of the figuring price foundation of China's construction engineering cost. By analyzing the relationship between government, society and market, the respective role and its function has been arranged in the figuring price foundation management of the construction engineering cost. The figuring price foundation management of China's construction cost will transform and develop towards the new pattern of which market leading, society self-determining and government servicing.
