[摘　要]　围绕评标实践中发现的问题，分析解决对策，以规范评标过程，加强评标过程的管理与监督，增强评标定标管理过程的透明度和公正性，为有效控制工程造价、创新评标定标办法提供依据。

Abstract: According to the existing problems in evaluation of bid practice, analyses the countermeasures, to standard the evaluation process of bid, strengthen its management and supervision, as well as the transparency and fairness, at the same time, provides reference for controlling project cost effectively and innovating the evaluation methods.
