[摘　要]　民营建筑企业的转轨变型成为转变经济发展方式实现可持续发展的必由之路；要站在新的历史起点上，以实现建筑业的转型升级为目标创造性地制定好建筑业的"十二五"发展规划；加快体制机制创新，努力建立现代企业制度，为建筑业经济转型提供持续动力和活力；全方位增强核心竞争力，实现建筑业转轨变型的新跨越；优化外部环境，提升服务水平，打造建筑强市。

Abstract: The transition of private construction enterprise is an inevitable road for the economic transition to achieve sustainable development. Standing at the historical time point, creatively develop the "12th Five-Year Plan" to achieve the upgrade and transition of construction industry; promote system and mechanism innovation and establish modern enterprise system so as to provide endless motive force and vitality for the economic transition of construction industry; enhance core competitiveness thoroughly to fulfill the new leapfrog of construction industry transition; optimize exterior environment, improve the quality of services and cultivate the strong market for construction industry.
