[摘　要]　在构建一个多方合作机制来分担枢纽开发建设投资的基础上，结合土地储备制度，建立虹桥综合交通枢纽工程资金综合平衡的运作策略。并在此策略的指导下，选取土地要素带来的开发收益作为平衡整个枢纽开发建设投资的重点，探讨土地的分区与分期开发方式。

Abstract:Based on building a cooperative mechanism to share the investment of the development and construction of the Hongqiao integrated transport hub project, it establishes a integrated balance strategy about the whole project funds combining with the land reserve system. Under the guidance of the strategy, revenue brought by the land development is the key of balancing the investment of the whole hub. The ways of land development divided by zone and phase are analyzed.
