[摘　要]　结合亚行贷款武汉市落步嘴污水处理厂除臭系统的招标实践，分析在一阶段单信封设备招标程序下部分功能设备招标的可行性，以及采用这种招标程序的一些技术实现方式，提出类似项目的功能设备招标的思路。

Abstract: Based on the biding practice of ADB financed Wuhan Luobuzui WWTP deodorization system, the feasibility of functional equipment bidding and the approach of technical realization are analyzed under ADB's Single-Stage: One-Envelope bidding. The practice provides solutions for functional equipment bidding in similar projects.
