[摘　要]　在建筑业迅猛发展的今天，一些发展较快的省市针对“非国有资金”建设项目，允许建设方采用“直接发包”模式来选择承包方，以此达到提高办事效率、改善投资环境的目的。本文结合实践经验，分析“直接发包”模式的优点和在实践过程中存在的问题，并提出相应的建议。

Abstract: Today, with the rapid development of construction industry, selecting contractor by “direct contracting” model is allowed in a number of fast-growing cities in order to improve efficiency and investment environment. Based on practical experience, the papre expains the advantages and problems of “direct contracting”, and puts forwond some countermeasures.
