[摘　要]　详细介绍政府投资项目动态投资控制的基本方式、运作流程及控制特点，重点阐述招标阶段投资控制的重要性和复杂性，提出项目投资后评估概念，为提高建筑施工市场的诚信度提供一个系统的思路。

Abstract: The paper makes a detailed instruction about the basic mode, operation procedure and control character of dynamic investment control for government investment project, expounds the importance and complexity of investment control in bidding stage, and puts forward the concept of post-evaluation of project investment, which provides a systemic thinking to improve the credibility of construction market.
