[摘　要]　阐述施工企业资质升级的必要性，对资质升级过程中存在的问题进行分析，并提出解决问题的建议，以期对施工企业的资质升级工作有所帮助。

Abstract: This paper analyses the necessity of qualification upgrading for construction enterprises, as well as the problems existing in the process of qualification upgrading and their causes. Based on these, it puts forward some suggestion to solve these problems.
