[摘　要]　实施国家基本住房保障制度，将使房价长期处于稳定之中，长期处于城市居民可以承受的范围，它只随物价水平和居民收入变化而变化，而不受其他因素的影响。它是国家严格控制的战略资源，严格执行“一户一房”，杜绝人为炒房，对于国家资源的合理分配将产生重大而深远的影响。

Abstract: The implementation of basic housing security system will keep the housing price stable and affordable for urban residents in a long period. The government security-housing price only changes with the price level and income, regardless of other factors. As the national strategic resource, it is controlled by government strictly, and implement the“one family, one department”, to prevent real estate speculators. It will be significant for the rational allocation of national resources.
