[摘　要]　将建设项目投资控制系统按照投资控制主体不同进行划分，而不是按照项目过程进行划分，更有利于投资控制系统的透彻分析和提出切实可行的投资控制方案。鉴于BT项目具有双重投资控制主体这一特殊性，分析了城市轨道交通BT项目的投资控制系统，并指出制度层面的投资控制研究对于我国目前正在进行的大规模公共项目投资更具有指导价值和现实意义。

Abstract: When analyzing the investment control system of construction project and putting forward feasible schemes to control the investment, it's more favorable to divide the investment control system into layers according to the different subjects than the different phases. Considering the particularity that project under BT mode has dual subject to control the investment, this paper analyzes the system of investment control aimed at urban mass transit construction project under BT mode, and then points out that the study on institution level is more significant to China which is in the flourishing period of public project investment and construction at present.
