[摘　要]　针对签证现状中存在的问题，明确了签证涵义，澄清了与签证相混淆的几个概念，细化了有关签证的合同条款，提出并论证了适合我国国情的“三·二·一”签证流程。

Abstract: According to the problems of engineering visa status, the paper clears the visa meaning, clarifies the confusion with several concepts, details the terms of contract related to visas, proposes and proves the suitable visa process for China's national conditions.
