[摘　要]　基于计划行为理论（TPB）、京沪高铁质量管理环境，构建施工人员质量行为决策模型，分析质量态度、质量主观规范、质量控制行为认知等内在因素。认为高铁质量导向效用、标准化制度、工程质量奖惩制度、质量信誉评价、质量“四化”控制、加强质量能力培训、减少人员流动对改善质量行为具有良好作用。

Abstract: Based on the theory of planned behavior and the quality management environment of Beijing-Shanghai high railway, establishes the model of decision-making of quality behavior, analyses the factors that influences the quality behavior, such as the attitude of quality, the subjective norm of quality, the perceived behavior control of quality. The effectiveness of quality-oriented high speed railway, the standardization management system, the evaluation of quality reputation, the system of quality reward, improving quality training and reducing mobility of persons will also improve the quality behavior.
