[摘　要]　分析代建制在推广过程中存在的问题，并提出将非经营性政府投资项目的委托代建关系分为内外两层，即内部委托代建和外部委托代建关系。最后，提出搭建专业化的非经营性政府投资项目群全生命周期管理组织构架的想法。

Abstract: This paper analyses the problems lied in developing progress of the agent construction model, puts forward that the agent construction relationship of the non-operating government investment projects is divided into two agent relationships, which are the internal agent construction and external agent construction. At last，the paper puts forward the life cycle's centralized agent construction model of the non-operating government investment project-groups.
