[摘　要]　根据工程建设分阶段进行的特点，分析项目特征在设计阶段、招标投标阶段、施工阶段、竣工验收阶段造价管理中的作用，提出项目特征是投资目标的标志，是建设工程全过程造价管理的一条主线。

Abstract: According to the characteristics of engineering construction in stages, analyses the actions of project characteristics in design stage, bidding stage, construction stage and final acceptance in cost management, provides that project characteristic is a symbol of investment objective and a main line in overall construction cost management.
