[摘　要]　选取较早实施公共租赁住房的深圳，较具代表性的北京、重庆和上海四大中心城市，以其公租房的实施为研究对象，从公租房的界定、供给对象的范围、租金价格的确定、管理主体的确定等10个方面进行分析比较，研究目前公共租赁住房实施必须解决的问题，包括尽快出台统一规范的法规、明确适配人群、明确租金价格的构成、明确准入和退出机制、解决资金难题等五个方面。

Abstract: Shenzhen, as the earliest city to practice public rental house, and Beijing, Chongqing, Shanghai, as the representative cities are chosen, base on their implementation, analysis is conducted on the definition of public rental house and rents, the range of supply object and the definition of administration body, the problems need to be solved in the operation of public rental house such as the issuing of laws and regulations, the ascertaining of appropriate people and rents, the confirming of access and withdrawal mechanism and the solving of financial difficulties are studied thoroughly.
