[摘　要]　立足于上海市环同济现代建筑设计产业集群的案例分析，根据波特的“钻石模型”理论，将创新集群的支撑体系演化成为三个主要组成部分，并对其结构与细部特征进行探讨。在此基础上，从集群支撑体系的视角，分析现阶段集群发展亟需突破的瓶颈，并从九个方面对政府未来的作为空间提出设想。

Abstract: Based on the case analysis of Shanghai Tongji-Rim modern design industry cluster, the support system is evolved into three-major parts through referring to Porter's Diamond Theory,  and in-depth elaboration is given in this paper according to the structure and detailed features for each part. Furthermore, this paper analyzes the bottleneck hindering the development of cluster according to current status, and proposes suggestions of action plan for government in the next stage development.
