[摘　要]　针对建设项目投资决策、设计和实施阶段的不同工程技术特点，提出完善投资估算、推行设计经济责任制、把好招投标到竣工决算等各环节工程造价控制的不同管控措施。

Abstract: According to different technical characteristics of construction project at different stages of investment decision-making, design and implementation, this paper puts forward different countermeasures for the investment evaluation, the implementation of the economic responsibility system for the design, and cost controlling at different stages.
