[摘　要]　在阐述零能耗建筑的概念与内涵的基础上，简要介绍美国、英国和日本发展ZEB的状况，重点分析日本强化节能标准、固定资产税减免、所得税特别扣除以及对建设单位、中小工程公司和家庭进行资助，企业技术研发与应用等推进ZEB事业的实践经验；分析“多功能外围护结构”等新技术的应用及效果，并对我国发展ZEB提出定义为“使用建筑物自身生产的可再生能源维持运营的建筑”及成立专门机构组织实施、制定时间表和路线图、在绿色建筑评价标准中加强零能耗建筑方面的相应条款、加大宣传支持力度等建议。

Abstract: On the basis of the elaboration about the concept and the connotation of ZEB, the development condition of ZEB in US, England and Japan are introduced briefly. And then, the experience of strengthening the energy conservation standard, fixed assets tax relief, income tax specially deduction, subsidizing organization of construction, small and medium corporation, and the family, technology research and development e.g. Multifunctional Exterior in order to develop ZEB in Japan are mainly analyzed. Finally, several proposals e.g. defining ZEB for “the building using the renewable energy produced itself to operation”, establishing the specialized organization to implement, formulating the timetable and the road map, strengthening the clauses of ZEB in the evaluation standard for green building and so on, to develop ZEB in our country are put forward.
