[摘　要]　应用平衡计分卡从财务、利益相关者、内部流程和学习与创新角度建立项目管理办公室绩效评价指标体系，在此基础上，引入分层网络分析的思想，建立基于分层网络的绩效评价模型，并通过算例说明所提出方法对项目管理办公室绩效评价具有可靠性和有效性。

Abstract: Ａpplies the balanced score card to establish the performance evaluation system of the project management office from the dimensions of finance, stakeholders, internal processes, and learning and innovation in a bid to realize multi-angle performance evaluation. Then, uses the above established four dimensions as input terminal, couples with the idea of hierarchical network analysis to establish a performance evaluation model. Finally, an example will be given to illustrate the reliability and validity of the proposed method to the performance evaluation of the project management office.
