[摘　要]　简述国家基本公共服务“十二五”发展规划与《采购法》的要点，论述公私合作项目本质上是政府采购，公私合作是公共服务提供和政府工程采购的理想模式，并就相关的法制建设提出若干建议。

Abstract: The key points of The Twelfth Plan for Basic Public Services and the Law of Government Purchase are briefed. This paper clarifies that PPP project is the government purchase in nature and deduces that PPP is a perfect model for basic public service and government purchase. Few suggestions for institute construction are proposed.
