[摘　要]　在工程建设项目公开招投标中，招标人事先在评标过程中安排一个程序，使评标委员会在投标文件评审基础上，通过询标和答辩，评选出最符合项目建设要求的投标人。通过招投标项目的评标和答辩案例，对相关问题进行分析和讨论，认为在工程量清单评标模式下增加答辩竞争有助于评审出最佳投标人，并对更公平、合理地应用答辩提出建议。

Abstract: In public bidding for construction project, the bidding assessment committee selects the bidder who best meets the project requirements through the tenderer inquiry and defense. The selection is based on the assessment of the bid documents under the program arranged by the tenderer in advance. This paper analyzes the appraising and arguing of actual project and suggests that it is helpful to add the defense in order to choose the best bidder under the evaluation mode of the bills of quantities and also puts forward some good advices on the application of the defense in a much fairer and more reasonable way.
