[摘　要]　阐释广东省代建模式及其投资控制，分析存在的问题和原因，提出建立非经营性项目估算指标体系；加强省代建局的管理职能等改善措施。

Abstract:  Explains the agent construction mode and the project investment control, analyzes the existing problems and causes, and proposes the index system of non-operation projects, supplement the management capacity of agent construction bureau and other improvement measures.
