[摘　要]　《建筑业企业资质管理规定》的发布施行，促进了建筑劳务企业的发展，但也存在着一些制约性问题。结合多年的执业体会和相关研究，从建筑业和劳务企业发展的视角，对建筑劳务企业资质及从业资格标准进行分析，并就完善劳务企业资质、人员资格管理标准提出修订意见。

Abstract: The implement of Regulation on Qualification Administration of Construction Enterprises, promotes the development of service enterprises, but results in some constraints. Combined with years of experience and relevant literature, this paper analyzes the construction labor enterprises’ qualification and personnel eligibility criteria from the perspective of the development of the construction industry and service enterprises. At the same time, this paper puts forward some suggestions to improve the labor enterprises’ qualification and personnel management standards.
