[摘　要]　阐述违法劳务分包现象，分析违法劳务分包的成因，提出应从加大对劳务企业的扶持力度、采用更加灵活的社会保险缴纳方式、合理提高工程造价中人工费用比重及改变执法理念等方面来解决违法劳务分包问题。

Abstract:  Elaborates the contents of illegal labor subcontracting, analyzes the causes of this phenomenon, and puts forward that we could solve the problems referring to these following methods: enhancing the government supports to labor subcontracting enterprises, adopting more flexible ways to social insurance, increasing reasonably the labor cost proportion in project and changing the law enforcement philosophy.
