[摘　要]　基于2005年和2011年调查数据的比较分析，研究我国公共项目利益相关者影响力变化特点及其根源。分析结果表明：我国传统的政府主导型公共项目决策管理模式正在向多元利益相关者共同参与的协同决策管理模式转变；各主体影响力在不同项目阶段呈现出复杂相关关系，拥有不同资源的利益相关者竞争博弈格局正在形成。针对新变化，提出完善公共项目利益相关者管理对策。

Abstract:  Based on comparison and analysis on the database investigated in 2005 and 2011, the characteristics of mutative influence powers of stakeholders in public projects and related causes are studied. The results indicate that the decision-making pattern of public projects is being changed from traditional one dominated only by government to a collaborative decision-making pattern by which different stakeholders participate cooperatively. The influence powers of different participants in different decision-making stages exhibit complex correlativity. A competition and game situation of different stakeholders with different resources is coming into being. According to the new changes, puts forward countermeasures about stakeholders management.
