［摘要］英国在建设工程安全质量监管中施行具有较大自由度的市场化模式，通过有效的竞争机制促进监管效率和监管质量的提升。从审查主体、审查程序和审查质量保障体系三个方面介绍和剖析英国建设工程设计审查制度特色，为我国优化施工图审查制度提供借鉴和启示。

Abstract: Market-oriented model with more freedom has been adopted in the safety and quality supervision of construction projects in U.K. It is designed to promote the regulatory efficiency and quality by effective competition mechanism. The introduction and analysis on the characteristics of engineering design review system in U.K. are given from three aspects of review subject, review process and quality assurance system, which will provide reference and inspiration to optimize the construction drawing review institution in China.
