［摘 要］ 《中华人民共和国招标投标法实施条例》于2012年2月1日起实施。针对新颁布的《招标投标法实施条例》，通过与《招标投标法》进行对比，分析《实施条例》在合谋界定、招投标实务、惩罚措施和市场监管四个方面的新规定，得出结论：新规定对于防范建筑市场招投标合谋、规范招投标市场具有一定的积极意义。

Abstract: “Implementing Regulations on the Bidding Law of the Peoples Republic of China” is implemented from February 1, 2012. By comparing to “Bidding Law”, studies the new regulations from define of collusion, bidding practice, punitive measure and market supervision. The analysis result shows that the new regulations have certain significance for the prevention of collusion and the regulation of bidding field of construction market.
