［摘 要］ 简要回顾我国建筑市场准入制度的历史沿革，分析建筑市场准入制度存在的主要问题，即企业、个人资质违规“挂靠”，建筑市场被人为分割，存在“寻租”行为及执业人员的执业责任不落实等。提出强化个人执业责任，弱化企业资质制度；强化第三方在资质管理中的地位，弱化政府行政管理权利；强化政府投资工程的资质管理，弱化非政府投资工程的资质管理；强化合同法律地位，弱化资质法律效力等市场准入改革措施。

Abstract: The paper briefly reviews the historical evolution of market access system in Chinas construction industry, also analyzes the main issues existed in the construction market access system, namely, nonlinked companies and Personal to artificially partition the construction market, which leads to the emergence of government corruption and reduce the register of practitioners and legal responsibilities. And points that strengthening the responsibility of the individual practice, and weakening qualification system; strengthening the quality management in thirdparty status, and weakening the administrative rights of the government; strengthening the quality of government investment projects management, and weakening the quality of nongovernment investment projects management; strengthening the legal status of the contract, and weakening the force of law qualifications reform measures are put forward.
