［摘 要］ 用监管梯度确定行为档次的区间灰数，由区间灰数集结行为记录的评价模型，对记录样本搜索正态分布的可靠途径，使分类标准从样本到总体的合意约束，就个体业绩做达标甄别后的归属调整。应用实证显示:评价具备明晰机理、清楚脉络、客观判据、可溯规程,保持个体、样本和总体的有机统一和逻辑自洽的功能特点, 有利于实现记录生成与数字处理的规范化、操作流程的标准化、条块协调的模式化及监管试验的可视化。经受长期实践检验,能为建筑监管提供有效、合理、通用的信息格式、系统方法和框架方案。

Abstract: Establishes a new appraisal method: regulation gradient to determine interval gray number of behavior record grades, appraisal mode to aggregate behavior record by its interval gray number, searches the reliable normal distribution route from record samples, completes the constraints to improve classification references, and attributes adjustment based on individual achievement. We find that appraisal is logical, objective and wellgrounded, and it is helpful to realize normalization of record generation and numerical disposition, standardization of operation process, formularization of traderegion coordination and visualization of regulation trials in construction regulation. Based on longterm practice, this method can stably offer effectual, reasonable and common information form, system method and frame scheme.
