［摘 要］ 目前监理行业在发展的同时面临极大的困境。究其原因，既有监理企业自身的不足，也有行业和市场的缺陷，更在于政府对监理行业的模糊定位和政策导向的不合理。本文重新审视和确定监理行业的地位及作用，探讨监理行业的政策调整和改革措施，引导监理行业向项目管理和专业化服务方向发展，为监理乃至建筑业的改革提供参考意见。

Abstract: Construction supervision in China is facing serious predicaments. The reasons include the supervision enterprises internal factors, industry and market factors, and more lie in the governments vague position and unreasonable policy orientations. Reviewing and determining the position and the role of supervision industry, this paper puts forward a series of policy adjustments and reform measures for supervision industry, which will enhance its competitiveness, guide it to project management and professional services, and provide references for the reform of supervision industry and construction industry.
