［摘 要］ 归纳分析美、加两国政府投资项目建设标准的制订目的和体系框架，结合我国建设标准的发展现状，指出我国建设标准应着眼于项目管理的全过程，形成核心标准与特殊标准相结合的纵横布局的标准体系,在内容上应进一步细化规定，加强对例外情况的管理，贯彻可持续发展理念和全生命周期思想，并深入到操作层面。

Abstract: Combining with the development status quo of construction standards in China, summarizes and analyses the purpose and the system framework of construction standards for government investment project in USA and Canada, proposes that we should focus on the whole project management processes, and form a standard system which contains both core and special standards. More details and exceptions should be concluded, and we should advocate the idea of sustainable development as well as the concept of lifecycle management. At the same time, the content should be more workable.
