［摘 要］ 随着工程项目建设和管理的专业化发展，分包商完成的工程内容在整个工程项目中占有越来越大的比重。结合国内外工程分包与分包商管理的经验与问题、NEC和FIDIC合同条件对工程分包与分包商管理的有关规定，从政府、业主和承包商三个方面对工程分包与分包商的管理提出相应的建议。

Abstract: With the development of project construction and management, the proportion of construction work that undertaken by subcontractors are increasing in the whole project. Based on the experience and problems of the subcontracting and subcontractor management in construction projects at home and abroad, as well as the relevant provisions about the subcontracting and subcontractor management in NEC and FIDIC, this paper provides suggestions on the efficient subcontracting and subcontractor management in terms of government, owner and contractor.
