［摘 要］ 建筑市场竞争激烈，一些施工承包人在施工的各个环节中以种种借口、手段和方式，积极促成不合理的变更签证，弥补低价中标的损失，导致造价难以合理控制。结合问题对变更签证的含义、内容、作用进行分析，研究变更签证的签发原则及规范管理的对策，以有效控制工程造价。

Abstract: The competition of construction market is intense, so some contractors promote the engineering change in all the links of the construction with excuses, means and methods to make up the losses of low bid, and this causes uncontrollability of project cost .This paper analyzes the meaning, content and effect of change visa, studies the visa principle of engineering change, researches the countermeasures of normative management, in order to control the project cost effectively.
