［摘 要］ 采用系统分析模型分析现行概算编制过程中存在的问题及原因，用知识管理的思想和理论，分析、设计、改进现行概算编制流程，最终形成技经专业概算编制管理组织模式的转变，即技术线与项目线并行，形成技经专业知识库建设、管理的过程。通过流程改进，以提高概算编制的质量和效率。

Abstract: This paper analyzes the existing problems in budget estimate making process by system analysis model, and finds out the reason of these problems,then analyzes, designs and improve the flow of budget estimate making with the knowledge management theory, and ultimately achieves the goal of changing management organization model in Technical Economy budget estimate making. In other words, technical line and project line are parallel to each other, and form a process of construction and management of the knowledge base in Technical Economy. Through improving the process, we enhance the quality and efficiency of the budget estimate making.
