[摘　要]　针对《建设工程工程量清单计价规范》（GB50500-2008）和一些省份实施细则中关于工程量清单风险责任的规定，指出其中值得商榷的地方，并就降低工程量清单缺陷风险的重要性进行探讨；阐述投标人参与核实工程量清单的必要性并作制度设计探讨。

Abstract: On the basis of the provisions about risk and responsibility in Specification of Quantity Billing in Construction Projects（GB50500-2008） and rules for implementation in different provinces, this paper points out the content that need further perfection, then discusses the importance of reducing the risk of BOQ's defects. This paper also explains the necessity of bidders' participation in the verification of BOQ and discusses the institution designing.
