［摘　要]　采用调查研究法，以某土地开发整理项目评标为例，针对评标过程中出现的一些问题，分析其产生的原因并提出解决措施：由注册建造师对投标文件的编制质量负责；提供拟派驻此项目的专业技术人员的相关证件；规范业绩证明和社会保险缴费证明的内容和格式；为评委提供网上查验证件真伪的便利。

Abstract: In the light of the problems in the evaluation of tender, analyzes its causes and proposes the countermeasures with a project of land development and consolidation as example by means of surveying research. The results indicate: the registered constructor is responsible to the quality of the tender; provides the technicians' certificates; standardizes the contents and formats of the certifications of the operating achievements and social security payments; provides the experts for bidding evaluation with facilities for discerning the false certifications from the genuine on the internet.
