［摘　要]　现今，我国大陆地区在公司合作项目中政府的职能还不完善。在介绍政府定位的概念后，通过对香港地区发展可持续公共项目公私合作事业中政府定位的经验分析，结合我国大陆地区的实际情况，提出了大陆地区政府在公共项目中要转变观念、建设科学的合作机制和设置新型的合作机构及创新制度保障环境等建议。

Abstract: Nowadays, the functions of government are not complete in public-private cooperation. After introducing the conception of government orientation, this paper analyzes the experience of government orientation in public-private cooperation in HongKong area, and combines with the actual situation of mainland area, put s forward what the government needs to change on creating new harmonious government conception in public-private cooperation，establishment of scientific cooperative mechanism and the setting up of new cooperative organization and environment to protect systems.
