［摘　要]　随着建设体制改革的深入，政府投资建设项目中实行代建制已经越来越普遍，克服传统体制中的“三超”现象成为代建制体制改革的目标之一。本文在对政府投资代建的投资控制进行研究的基础上，就项目策划与决策阶段、设计阶段和实施阶段的具体投资控制总结归纳可行方法。

Abstract: With the deepening of the reform of the construction system, state-invest projects executed with the measure of construction on consignment is becoming more and more common, the problem of“three exceed” is one of targets of the system reform of construction on consignment. Based on the studying the investment control in state-invest projects, this paper summarizes the investment control measures in phrases of planning, decision-making, design and execution of projects.
