［摘　要]　针对医院基建项目“三超”问题，分析了医院基建项目的特殊性、影响投资控制的主要因素，及投资控制过程中常见的问题。从项目决策阶段引入专业咨询制定合理投资控制目标，设计阶段推行限额设计，施工阶段加强监督管理等几个方面，就医院基建项目投资控制提出建议。

Abstract: To the problem of “three excesses” in hospital's infrastructure projects, analyzes the specific characteristics, the main influencing factors, and the common problems in the cost management in hospitals infrastructure projects, then puts forward suggestions to control the cost from formulating reasonable goal of project cost management in the decision-making stage, designing in a given cost, and emphasizing projects cost management and so on.
