［摘　要]　分析工程前期申报审批工作的基本特点及对工程建设、项目成本控制的作用和影响；结合实践经验，就工程前期申报工作从单位领导重视、加强信息跟踪、力争并联申报、沟通代理单位、搞好业务培训等方面表见体会与建议，以供同业参考。

Abstract: This paper analyzes the fundamental character of earlier-stage application and approval, the effect of earlier-stage application and approval on construction and project cost control. Combined with practical work, proposes the experiences and suggestions for the industry's reference from such some aspects as unit leadership's attention, enhancing information track, strive for parallel application, communication with agency unit, doing well business training.
